For Akshan in the top lane, the best build includes Statikk Shiv, Boots of Swiftness, The Collector, Infinity Edge, and Lord Dominik's Regards. The most popular rune setup features Press the Attack, Presence of Mind, Legend: Alacrity, and Coup de Grace in the primary tree, with Bone Plating and Overgrowth in the secondary tree.
Akshan Champion Abilities
Dirty Fighting
After launching an attack, Akshan will fire an additional shot for 50% attack damage as physical damage. He can cancel this shot to instead gain 20-75 movement speed over 1 second.
Every three hits from attacks or abilities deals an additional 15 / 40 / 80 / 150 (+60% of ability power) magic damage. Against champions, Akshan also gains a 40-280 (+0.35 per bonus attack damage) shield for 2 seconds.

Avengerang
Akshan throws a boomerang that deals 5 / 25 / 45 / 65 / 85 (+0.8 per attack damage) physical damage, extending the range each time an enemy is hit. Champion hits grant Akshan 20% (+5% per 100 ability power) movement speed decaying over 1 second.
Q
Going Rogue
Passive: Enemy champions that kill Akshan's allies become Scoundrels for 60 seconds. Takedowns on a Scoundrel within 3 seconds of being damaged by Akshan grant him 100 gold, resurrects the slain allies, and removes all other Scoundrels.
Active: Akshan becomes camouflaged for 2 seconds or indefinitely while he is near a wall or in brush. While camouflaged in this way, Akshan also gains 80 / 90 / 100 / 110 / 120 bonus movement speed and bonus mana regeneration depending on 12% of his missing mana while moving towards Scoundrels.
W
Heroic Swing
First Cast: Akshan fires a grappling hook, attaching to the first terrain hit.
Second Cast: Akshan swings around the terrain, repeatedly firing at the nearest enemy for 15 / 30 / 45 / 60 / 75 (+0.15 per bonus attack damage) * (1 + 0.3 per 100% bonus attack speed) physical damage per shot.
Third Cast: Akshan dives off the rope, firing a final shot.
Colliding with an enemy Champion or terrain ends the swing early. Champion takedowns refresh this ability's cooldown.
E
Comeuppance
Akshan locks onto a champion and begins overcharging his gun for up to 2.5 seconds, storing up to 5 / 6 / 7 bullets.
Recast: Akshan unleashes the stored bullets, each dealing at least 25 / 35 / 45 (+0.15 per attack damage) physical damage to the first enemy or structure hit, increased up to 0−200% physical damage depending on missing health.
