Outlaw Rogue is a specialization that centers around managing resources while sustaining high damage to stacked targets. As in previous expansions, Outlaw is a fantastic jack of all trades that can comfortably handle any situation or fight type. Between the three Rogue specializations, Outlaw is the most effective in situations involving cleave-DPS.

Outlaw Rogue is a spec that is heavily centered around the maintenance of its buffs and cooldowns, for example, the decision to either re-roll Roll the Bones whenever it comes off cooldown or sticking with the current buff(s) you have, as well as the management of many different cooldowns, with some taking priority over others.
Playing around Roll the Bones will quickly become second nature as you watch out for not wasting any of your resources or sitting on cooldowns for too long. Most of your cooldowns do not have a static cooldown-timer, since Restless Blades will constantly lower all your cooldowns whenever you spend Combo Points. Utilizing this cooldown reduction is key to playing Outlaw Rogue efficiently.
Patch 11.2 brings several changes and bug fixes to the Rogue core kit, along with some Outlaw-specific updates. These adjustments aim to improve overall DPS to keep the class competitive, while also strengthening the identity of the Hero Talent trees. Killing Spree received a full rework, and Blizzard also addressed several long-standing bugged interactions.
The new version of Killing Spree is a channeled ability that strikes enemies in an 8-yard area indiscriminately. It can be cancelled at any time, with its duration determined by the number of Combo Points spent. The channel generates Combo Points throughout its duration as well, making it a more flexible and engaging cooldown.
With Ghosts of K'aresh, Tier Sets are now Hero Talent-focused rather than spec-specific. This gives Rogues unique bonuses depending on whether they choose Trickster or Fatebound.
Despite the improvements, one issue persists: Fatebound underperforms compared to Trickster in Mythic+ and AoE raid encounters. While Fatebound is ~10% stronger on pure single-target, such fights are rare in modern raid design, limiting its effectiveness.
Outlaw received a strong Aura buff (increasing nearly all damage except melee swings, procs, and trinkets) and the reworked Killing Spree.
Killing Spree (3-minute cooldown, reduced by Restless Blades): A finishing move that unleashes a barrage of gunfire, striking random enemies within 8 yards for Physical damage over its duration. Duration and strikes scale with Combo Points spent. Restores 1 Combo Point every 0.5 seconds. Movement slowed by 20%. Frequency of hits and CP generation scale with Haste. Only strikes enemies in front of you.
Outlaw also received a minor nerf to Nimble Flurry. Overall, these changes smooth out gameplay flow and improve consistency, while keeping Outlaw’s core strengths intact: steady AoE and single-target output, high APM, and a reactive playstyle centered on constant ability cycling rather than relying on large burst cooldowns.

Rogues have long held the reputation of being one of the tougher classes to level in World of Warcraft. Still, don't let that discourage you — Outlaw Rogues are more than capable of handling the leveling process smoothly. While it may take a bit longer compared to some other classes, the payoff at max level is absolutely worth it.
One major advantage Outlaw has is the ability to avoid unnecessary fights. Smart use of Blind, Vanish, Sap, and other crowd-control tools lets you sneak past enemies and complete objectives without combat. It’s a massive time-saver.
When Evasion is ready, you can pull multiple mobs and mitigate damage while using Blade Flurry to cleave them down. Don’t forget to make frequent use of Crimson Vial between pulls to stay healthy. Once you unlock Blade Flurry, dungeons also become a great way to level, thanks to your solid AoE damage output.
While leveling, the rule of thumb is to equip the gear with the highest item level. The exceptions are Rings and Necklaces, as they lack primary stats — having two secondary stats may sometimes outweigh a higher item level.

Trickster is now competitive with Fatebound in single-target scenarios. While its rotation may feel slightly less fluid, Trickster currently outshines Fatebound in Mythic+, making it the best pick for Outlaw Rogues in that content.
Fatebound pairs naturally with Outlaw's playstyle, improving the fluidity of combat by increasing the chance for Sinister Strike to strike an additional time. It also provides a damage boost and additional proc via Hand of Fate, which complements Outlaw's sustained damage focus.
This tree is simple, passive, and consistent—traits that improve gameplay smoothness while delivering strong results. For single-target scenarios, most builds continue to favor Fatebound due to its ease of use and reliable performance.
Both Fatebound and Trickster perform similarly in raid settings. If you’ve already been playing Fatebound, there’s little reason to switch. New players may choose Trickster with no major performance loss. However, it's important to note that Trickster relies on Killing Spree, which can lead to dangerous positioning in raid environments—making it less ideal in those cases.
Trickster is the superior option for Mythic+, primarily due to its buffs to Blade Flurry. It outpaces Fatebound by about 8–10%, making it the preferred choice. That said, players should remain mindful of Killing Spree, as it can introduce additional risk during tight melee encounters common in Mythic+ dungeons.

The value of Haste can vary depending on your build. Hidden Opportunity builds aim for around 10% Haste, while Keep It Rolling builds target closer to 20%, though reaching this may be more difficult. Rather than stacking Haste on every piece of gear, aim to get near these "breakpoints" where possible.
While Versatility is our best stat, it diminishes in value quickly. Haste is primarily valuable to hit the 0.8-second GCD threshold during Adrenaline Rush, which is typically achievable with just a few gear pieces. It's ideal to prioritize Versatility and Critical Strike, and take as much Haste as necessary to meet your threshold.
Stat weights may shift as you gain gear, trinkets, and upgrades. These general priorities offer a solid foundation, but it's strongly recommended to simulate your character regularly to optimize your stats.
Agility: Your primary stat, found on all upgrades. It increases Attack Power and boosts your ability damage.
Versatility: Provides a flat damage increase and reduces incoming damage.
Critical Strike: Increases your chance to deal double damage. It also synergizes with Improved Between the Eyes for bonus crit effects.
Haste: Boosts your attack speed and Energy regeneration. It enhances Combat Potency and increases Main Gauche procs. During Adrenaline Rush, it reduces your GCD to as low as 0.8 seconds.
Mastery: Increases the damage of your Mastery: Main Gauche procs. These also have a chance to trigger Combat Potency, further boosting Energy regeneration.
This is a general priority list for using your abilities. It is not a strict rotation to follow step by step, but rather a guideline to help you make the best decisions during moment-to-moment gameplay. You will often be faced with multiple abilities available at once—this list helps you understand which ones should typically take priority over others.

You will want to ensure that Between the Eyes is on cooldown whenever you use Vanish. Avoid using Vanish if Adrenaline Rush is about to expire. You can also hold onto the second Vanish charge if you did not roll Ruthless Precision as one of your Roll the Bones buffs.
The general rule is to use Roll the Bones on cooldown, unless you already have 3 or more buffs active or have recently used Keep It Rolling. In that case, wait until the buffs are below 40 seconds before using it again.
You should also reroll Roll the Bones if you're about to use Vanish.
Keep It Rolling is mainly used in Mythic+ content. The priority is simple: use it after gaining 4 or more buffs from either Roll the Bones or Count the Odds. If none of those buffs include Broadside, you can delay using Keep It Rolling until the last second of a buff, hoping for a proc that grants Broadside.
After using Keep It Rolling, cast Roll the Bones once again if:

Outlaw Rogues rely on Energy for most abilities. Your base Energy pool is 100 (increased to 200 with Vigor and 250 during Adrenaline Rush), regenerating at 10/sec baseline. This can be increased by:
Avoid Energy capping by frequently using abilities. Unlike Subtlety or Assassination, Outlaw Rogues should not pool Energy — always spend it quickly, especially during burst windows like Bloodlust or trinket procs.
Combo Point generation is boosted by:
Never overcap Combo Points. Be especially cautious when guaranteed to generate 2 points, such as during Broadside or when using Pistol Shot with Quick Draw.
Adrenaline Rush increases Energy regen by 60%, adds 50 Energy to your cap, and boosts attack speed by 20% for 20 seconds. Use it on cooldown, and feel free to stack it with Bloodlust, Heroism, or Time Warp. While you may cap Energy, the attack speed gains are still valuable.
Cooldown is 3 minutes, reduced via True Bearing and Restless Blades. It also reduces your global cooldown proportionally to your Haste, down to a 0.8s minimum.
Restless Blades reduces cooldowns of the following abilities by 1s per Combo Point spent via finishers (+0.5s with True Bearing):
Blade Flurry cleaves from your position, not your target. This means enemies can be behind or in front of you—even more than 8 yards apart—and still be hit as long as you're positioned between them.

Ensure you have one of each gem type in your other sockets to activate the set bonus for extra Critical Strike or Movement Speed. Ideal gems include:
